This paper aims to provide adaptation and development practitioners with a practical framework for developing M&E systems that can track the success and failure of adaptation initiatives in the development context.

The purpose of this Framework is to provide a consistent approach to the monitoring and evaluation of the UNISDR’s Programmes and Projects, so that sufficient data and information is captured to review the progress and impact of UNISDR Work Programme. Lessons learned will also be used to inform best practice guidelines.

This guidebook is intended for decision makers and technical advisors involved in the development of national monitoring and evaluation (M&E) systems for adaptation, particularly in developing and middle-income countries.

The purpose of this framework is to provide guidance to the Climate Change and International Cooperation Division on how a system to comprehensively monitor and evaluate the National Adaptation Plan process should be designed. Once established, the monitoring and Evaluation system should enable the government, its civil servants, and key stakeholders to track and assess progress and maximize learning from the adaptation priorities identified in the National Adaptation Plan document.

The NSDP M&E Framework is designed to complement Vanuatu 2030: The People’s Plan as well as the Final Technical Report on the National Sustainable Development Plan 2016 to 2030. This manual seeks to guide national governments to use Tracking Adaptation and Measuring Development (TAMD) framework to monitor and evaluate climate change adaptation. TAMD evaluates adaptation success as a combination of how well institutions manage climate risks and how successfully adaptation actions keep development on course.
